The project was supported by the generous commitment of time, energy, and expertise from the Town of Windsor Technical Working Group (TWG). The expertise these individuals provided, as well as the organizations they represented throughout the region, have helped inform and guide the Town’s adaptation planning efforts. The Windsor Climate Resilience Plan was developed and driven by the Town of Windsor. The Plan provides the necessary foundation and framework for Town Staff, the Town’s elected officials, and a diverse community of stakeholders to continue to make critical decisions that address the Town’s climate change related risk. The Town was fortunate to already have foundation in place to develop this Plan based on a variety of local and regional planning efforts including the Town and County Hazard Mitigation Plan, the Sonoma County Community Wildfire Protection Plan, the Sonoma County Resilience and Recovery Framework, and the Town’s Greenhouse Gas Reduction (GHG) Plan. The development of the Climate Resilience Plan was the next step in the journey to increase the resilience of the community.

Bullock & Haddow
Bullock & Haddow LLC, established in 2001, supports communities, businesses, organizations, Tribes, and States in mitigating, planning for, and recovering from the impacts of all forms of emergencies and disasters. The President, Jane Bullock, and Principal, George Haddow, served as the Chief of Staff and Deputy Chief of Staff for FEMA, respectively, and have a combined nearly 70 years of experience in the field of emergency management and disaster risk reduction. Bullock & Haddow designed and led disaster training programs and leadership academies for FEMA, the United Nations, the National Disaster Preparedness Training Center, and Tulane University’s Disaster Resilience Leadership Academy. They have also assisted a variety of organizations in their pre-disaster planning efforts and provide services in recovery planning and evaluation, crisis communications strategies and training, community education and consensus building, risk assessment, strategic planning, mitigation planning and evaluation, preparedness planning and programming, response planning and evaluation, training and education curriculum development, and building public/private partnerships.
